OS: Windows(Win 7-Aero enabled), Linux.

What steps will reproduce the problem?
1. Launch chrome, go to 'chrome://tracing' page and click on chevron (>>) icon.
2. Type 'a' in console text-box and press 'Enter' key such that vertical scroll bar appears.
3. Repeat the above step (Step-2) 2-3 times and then click on up arrow icon of scroll bar 2-3 times and observe.

Scroll bar doesn't move in upward direction.
Scroll bar should move in upward direction. 

This is a regression issue, broken in M-44 series.

Good build: 44.0.2372.0
Bad build: 44.0.2375.0
