Regression:Horozontal scrollbar does not move on Zooming out the Devtools once in sources tab.

Chrome Version       : 51.0.2704.7
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open Devtools on any page.
(2)Open sources tab and open any file that has a horizontal scroll bar.
(3)Hit ctrl+- once to zoom out and try to scroll the horizontal scroll bar.

What is the expected result?
The horizontal scroll bar should move as the tab is scrolled.

What happens instead?
The horizontal scroll bar does not move, though the tab scrolls.

This is a regression issue broken in M-47.

This issue is seen on windows also.
