Desktop scrollbars don't come back after leaving DevTools emulation

Issue description

Chrome Version :51.0.2704.7 (Official Build) a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48}
OS: All 

Pre-condition :1. chrome://history should contain long history.
               2. Enable Material Design history

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://history/ and open devtools
2. Click on ‘Emulation’ icon and then set zoom level to 150%.
3. Change the device from ‘Responsive’ to ‘Galaxy S5’ and then set zoom level to 150%,reload the page.
4. Again set device to ‘Responsive’ , close the devtools and observe the page.

Actual: Scrollbar of the page (chrome://history) vanish after step 4.
Expected: Scrollbar should not vanish.

This is non-regression issue,seen from 'M 50’ (50.0.2638.0)

Note:
1. This is a newly added feature seen from build no -50.0.2638.0

Summary: Desktop scrollbars don't come back after leaving DevTools emulation (was: On history(MD) ,scrollbar vanish after closing the devtools)
This has something to do with content but isn't limited to WebUI pages (although all WebUI pages I tried repro).

The simplified repro steps:
1) Open dev tools and emulate Galaxy S5
2) Disable emulation

This seems to repro on some pages but not others, for example, I can't repro on www.nytimes.com but I can repro on Google search results: https://www.google.ca/search?q=cats&rlz=1CAZZAB_enCA608CA608&oq=cats&aqs=chrome..69i57j0l5.3449j0j4&sourceid=chrome&ie=UTF-8

It seems to have something to do with layout, if there's a horizontal scrollbar I can't repro. Resizing the page after the scrollbar disappears causes it to reappear so it feels like we're relying on a layout occuring that isn't happening? This seems like an issue with how we enter/exit DevTools emulation
