Emoji/HW/input voice Layout have a flash in desktop with clicking it in menu list

Firmware Google_Clapper.5216.199.7
Input tools version: 6.6.6.9
 
REPRO STEPS:
1.Check <Show expanded input options in the shelf> in the setting page
2.Go to desktop
3.Open menu list
4.Click HW ,emoji, or input voice icon 

ACTUAL RESULTS:
It have a flash

Expected:
Maybe should disabled them without any input focus area ,
or did not display menu list in desktop
