Geoff informed me that for some drivers, for the default fbo, FRAMEBUFFER_SRGB on takes effect regardless of the encoding of the buffer. Also, for some drivers, for Clear/ClearBuffer, FRAMEBUFFER_SRGB on always triggers color conversion regardless if the encoding of the buffer. So we will need to work around that but enable/disable FRAMEBUFFER_SRGB depending on the fbo buffer encoding.

#2 did take care of the regression so this bug is probably just to keep track of the work to really solve the underlying issue.
