Create a chrome infra feedback extension

Issue description

An extension that, when clicked, files an 'Infra' component bug with the following info:
* Url
* Chrome platform and version
* Single-line summary (user supplied)
* Longer description (user supplied, optional)
* Infra> subcomponent, if we recognize the url
* Restrict-View-Google, if we recognize the url as being internal (e.g. chromereviews)
* Redacted screenshot, as soon as I figure out how the heck to do that

I'm kinda interested in owning this, since I think it is a fantastic idea and I'm interested in learning how to write a chrome extension (which I've never done before), but I also have a lot on my plate and it will take me longer than someone who has done an extension before, so leaving Available for now.

Another (good) option here would be to directly integrate the Google Feedback js snippet. Only question is whether it can auto-file Monorail bugs, or only buganizer.
It had codesite integration 5 years ago, I assume it has monorail integration if you have the same API?

Oh really? Sweet. Yeah, at the very least, it would be nearly trivial to make it work with the Monorail api.
