MediaStream Image Capture (OWP Launch Tracking)

Issue description

Change description:
MS Image Capture allows for capturing frames out of a MediaStream and for taking Photos using the underlying device.

Changes to API surface:
Add MediaStream ImageCapture API.

#4: It won't. Currently, there's implementation of the four methods 
(takePhoto()/grabFrame(),getCapabilities()/setOptions()) for Android
and Fake devices, and the latter two methods only support zoom 
capabilities. All that behind a flag.

Note that we plan to seek a security review on this type=launch-owp issue as we do not feel this launch warrants the full type=launch process (it has no privacy, legal, UX impact). Let me know if you have any questions or a suggestion about how better to carry out this process.

Should we mention at https://www.chromestatus.com/feature/4843864737185792 the exact flag behind which the feature is enabled, 
chrome://flags/#enable-experimental-web-platform-features ?
#9: added a note with the two possible ways to enable
ImageCapture:
(behind a flag: either via command line --enable-blink-features=ImageCapture or enabling chrome://flags/#enable-experimental-web-platform-features)


FYI we expect this will make it as an Origin Trial in 55
