Rietveld issue summary shows draft count after they have been sent

1. Upload CL to codereview.chromium.org.
2. Open the CL and make some comments.
3. Send comments.
4. Hover mouse over the issue number link to see the green issue summary box.

Expected: No red text indicating drafts.
Actual: Red text indicates the number of drafts that were previously sent as comments.

You may have to try it a few times.
