policy_RestoreOnStartupURLs & policy_EditBookmarksEnabled fail with: Unhandled unicode: Unhandled DevtoolsTargetCrashException: Devtools target crashed

This test is failing on many machines, and has been for a while:

I see failures for all of these releases:
R49-7834.71.0	Mon Apr 11, 02:59	
R50-7978.53.0	Mon Apr 11, 08:51	
R51-8172.1.0	Mon Apr 11, 10:10
R52-8177.0.0	Mon Apr 11, 05:35

The same issue is easy to reproduce manually:

test_that ${dut_ip} policy_RestoreOnStartupURLs

CC'ing some folks who have made changes around this test recently.

Yes, it looks like dupe. But since run at Wed Apr 13, 12:59 reason was changed from "Unhandled unicode: Unhandled DevtoolsTargetCrashException: Devtools target crashed" to "Unhandled LoginException: Timed out going through login screen. Cryptohome not mounted. OOBE not dismissed."
