Issue descriptionI am still a gerrit admin on the public instance but not the private one (or maybe there's some other bug). Was going to go create a new group for a sub-team on Chrome OS to avoid having the Infra-Git folks to do work but alas!

I don't think I changed anything. But `gob-ctl show chromium` shows that the only host-level owners are mdb/chrome-git-admins.

The weird thing is that `got-ctl show chrome-internal` shoes the same thing for owners. So, something is clearly inconsistent between hosts.

GoB-level host owners != Gerrit Admin. There's magical "All Projects" project that has some Gerrit-global permissions: https://chrome-internal-review.googlesource.com/#/admin/projects/All-Projects,access In particular, mdb/chrome-internal-gerrit-admins and mdb/chrome-internal-gerrit-create-group are allowed to create groups. sosa@ membership in mdb/chrome-internal-gerrit-admins expired Mar 5: https://ganpati.corp.google.com/#MembershipProposal_Info?id=16498914 I'll readd him.
