Can no longer create acl groups on chrome-internal-review

Project Member Reported by sosa@google.com, Apr 13 2016

Issue description

I am still a gerrit admin on the public instance but not the private one (or maybe there's some other bug). Was going to go create a new group for a sub-team on Chrome OS to avoid having the Infra-Git folks to do work but alas!

+agable@ vadimsh@ abw@ What's our policy on this?
Is that an omission or do we really want to tightly restrict access only to people on our Git-Admin rotation?

Comment 2 by aga...@chromium.org, Apr 14 2016

I don't think I changed anything. But `gob-ctl show chromium` shows that the only host-level owners are mdb/chrome-git-admins.
The weird thing is that `got-ctl show chrome-internal` shoes the same thing for owners.

So, something is clearly inconsistent between hosts.
GoB-level host owners != Gerrit Admin.

There's magical "All Projects" project that has some Gerrit-global permissions: https://chrome-internal-review.googlesource.com/#/admin/projects/All-Projects,access

In particular, mdb/chrome-internal-gerrit-admins and mdb/chrome-internal-gerrit-create-group are allowed to create groups.

sosa@ membership in mdb/chrome-internal-gerrit-admins expired Mar 5: https://ganpati.corp.google.com/#MembershipProposal_Info?id=16498914

I'll readd him.
Oh, this group is owned by chrome-infra-ninja, I can't approve the request :(

Here's the request: https://ganpati.corp.google.com/#MembershipProposal_Info?id=17296106

Argh, right Vadim, and thanks!

sosa@ you've filed two other bugs, will you do them yourself then ? :)
