Sync stops working after initializing.

ENVIRONMENT and STATS
For syncing clients:
OS: All
Chrome versions: 50.0.2661.75 

REPRO STEPS
1. Sign in to Chrome
2. Open chrome://sync-internals and observe that all the data types are initialized (active)
3. Wait for few seconds

ACTUAL RESULTS
All the data types are throttled (see the attache screenshot)

EXPECTED RESULT:
All the data types are active.

Status: WontFix (was: Untriaged)
This is no more reproducible. Working fine now. I will file a new bug or re-open this one if I see this behavior again.
