Tab capture: reference run crashes on perf cq bots

When running webrtc.webrtc_smoothness.reference test, the tab crashes on all perf CQ bots. But the test webrtc.webrtc_smoothness runs fine on these bot when they run ToT.

this bug is no longer relevant as the webrtc.webrtc_smoothness.reference test is removed
