UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. Login as a user
2. Download the Chrome Extension (Packaged with ARC)
3. The APK was 80 megs, but it downloads 289 megs, assumedly also downloading ARC runtime 
4. Use another user
5. App downloads 289 megs again. 

What is the expected behavior?
App should not download ARC, or only download it once across all the users

What went wrong?
The users are not able to use the application since it always downloads huge amounts of data as soon as they log in to a "shared" Chromebook.
