Dropdowns appear blurry

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2707.0 Safari/537.36

Steps to reproduce the problem:
1. Applied windows updates
2. Selecting any drop downs
3. 

What is the expected behavior?

What went wrong?
After applying last night's windows updates, all drop downs appear blurry.  See attached file for display of drop down menu.  This also impacts dropdowns on the bookmark bar.  

Did this work before? N/A 

Chrome version: 52.0.2707.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

This does not impact current version of Chrome.  I have uninstalled/reinstalled Canary and the issue continues.

This also impacts right click menus as seen in this screen shot.

I did not apply any windows updates an I am seeing the same thing in the main menu and right-click context menus after restarting the browser to update canary to Version 52.0.2707.0 canary (64-bit).

I think that CL doesn't apply.  I know I had a recent bug with
font rendering inside of webui (such as chrome://settings), but
this is a different area of the code.  Are there any CLs in the
set of changes that touch 'Views' code or 'Harfbuzz' code?  I'd
suspect something in those areas.
