jcarousel jQuery plugin breaks if user scrolls the page while it's loading

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Open http://422.by/
2. Scroll to the bottom of a page
3. Refresh the page, while page refreshes, scroll or use scroll bar.

What is the expected behavior?
Pare refreshes as usual, page layout remains the same. 

What went wrong?
If you scroll when the page is refreshing wrong CSS parameters will be applied to an element (in this case - wrong styles were applied to "Reviews" section of a website - https://goo.gl/mKlaQh). 

If you don't scroll when the page loads - issue will not appear. 

Issue is not reproducible in Canary. 

Does it occur on multiple sites: N/A

Is it a problem with a plugin? Yes jcarousel jQuery plugin 

Did this work before? Yes M48

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

Issue can't be reproduced on FF or Edge, this used to work in M48.

Over to blink>css for investigation. I can't reproduce this locally with M52.
Additional clarification: 

On Stable when the page is loading or refreshing CSS parameters are changing. If user doesn't scroll during loading time - those parameters come back to normal. If user does - page layout breaks (like on youtube video). 

On Canary we can see that when the page is loading or refreshing CSS parameters are changing but when user scrolls or manipulates the scroll bar when the page is loading it does not cause the change in the page layout (thus, can't be reproduced on Canary).

We could mark this as 'fixed' since it's not reproducible in Canary.
Requires scrolling investigation, however.
Issue is reproducible on Canary, please use this video made by one of Top Contributors on Chrome forum as a reference for STR:

We are having trouble reproducing this, could you please test this in incognito mode to rule out extensions?

If possible would you be able to create a reduced test case? This would be extremely useful in resolving this issue.
There is still a short delay while the page elements are being layed out before a page is fully loaded - https://drive.google.com/file/d/0Bx0_Wc1nz9JVMnpCQ1BSejhGdTQ/view

But layout is no longer breaking if you scroll while loading.
