OS: Windows(Win 7-Aero enabled), Linux.

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' and go to Settings page by pressing 'F1' key.
2. Change theme to 'Dark' from 'Theme' drop-down list under 'Appearance' section in 'Preferences'.
3. Hit 'Ctrl' + 'P' to open list of file in Sources section and select any file (long) from list.
4. Now observe the horizontal/vertical scroll bar area under file section.

Text is seen behind scroll bar area.
Text should not be seen behind scroll bar area.

This is a non-regression issue, seen from M-49 series, i.e. build no. 49.0.2577.0 revision no. r361956

Note: This issue is not seen on 'Mac' OS.
