Steps:
1. Launch Chrome and navigate to above URL.
2. Observe the login overlay.

Actual: Unwanted scroll bar is seen on login overlay and close icon overlaps scroll bar.

Expected: Scroll bar is should not be seen on login overlay.

This is a regression issue broken in M-35, below is bisect info.

Good build: 35.0.1863.0
Bad build: 35.0.1864.0
