Failure to checkout recipe deps should be infra failure

Context:  http://crbug.com/600947  (tl;dr recipe engine fails to checkout its deps because of some locks).

When this happens, build is RED, but must be Purple (infra failure).

This looks like a buildbot bug? Buildbot says the build exited with a status of 2, so it should have shown up as an infra failure.
