Steps : 
1. Launch chrome, go to above url and scroll down page to the bottom.
2. Click on Language dropdown list and select 'Chinese Traditional' language. (The translation bubble will appear)
3. Now click on 'Translate' button and hover the mouse on 'Browser' dropdown list in menu header, observe.

Actual : Weird behavior of 'Browser' dropdown list is seen after translting the page.
Expected : No such behavior should be seen after translating the page.

This is a regression issue broken in 'M-37' and below is the manual regression and narrow bisect:
