Issue descriptionVersion: 50.0.2661.75 (Official Build) ffad3c52452e415ab24c9cad1bae22eeb7428092-refs/branch-heads/2661@{#573} (32/64-bit) OS: All (Win 7-Aero enabled) Precondition: Download the unpacked extension folder from https://github.com/GoogleChrome/chrome-app-samples/archive/master.zip What steps will reproduce the problem? 1) Launch chrome, go to "chrome://extensions" and check 'Developer mode' option. 2) Click on 'Load unpacked extension', browse for the folder saved and add 'Analytics Sample App' extension. 3) Click on 'Launch' option for 'Analytics Sample App' and disable the 'Analytics' extension. 4) Now enable the extension, reload the page and observe. On reloading the page, Analytics extension launches. On reloading the page, Analytics extension should not launch.
