Regression: 'Relaunch google chrome' overlay is not seen on manually crashing the browser.

Issue descriptionChrome Version: 50.0.2661.75 (Official Build) ffad3c52452e415ab24c9cad1bae22eeb7428092-refs/branch-heads/2661@{#573} 32/64 Bit. OS: All (Win 7 Aero-Enabled) Steps: 1. Launch chrome and navigate to about:inducebrowsercrashforrealz to manually crash the browser. 2. Observe. Actual: 'Relaunch google chrome' overlay is not seen. Expected: 'Relaunch google chrome' overlay should be seen seen. This is a regression issue broken in M-49. Manual Regression range: Good Build: 49.0.2577.7 Bad Build: 49.0.2578.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/f3c6a7898179b250386d04d621a30bc239ae9af8..5823066d3178261be85fe6cad814ab01b2f5e3d4?pretty=fuller&n=100 Suspecting: r362258 ? Please re-assign if your change is not the cause of this bug. Note: Issue is not seen in Mac OS.
