Move WebRTC sheriff rotations to Chromium infra

Issue description

Tracking bug for moving our sheriff rotations for the standalone WebRTC build into a similar rotation as the other Chromium projects. Today we keep them in a google-internal rotations system.

Benefits:
* Visibility of who's sheriff in the waterfall
* Calendar integration
* Easier swapping of shifts (just invite to each other's calendar events)
* Better e-mail integration, i.e. get e-mails to the sheriff's own address directly instead of a rotations-alias.

Similar bug with a lot of information from when doing the same work for V8: bug 324765
