Regression: Second extension icon does not appears on browser action container after removing the first extension.

Chrome Version:52.0.2707.0 (Official Build) 52d5c52fa34e5d312e2622b7799111bb63781403-refs/heads/master@{#386876} 32/64 bit
OS: Windows, Mac, Linux

Pre condition:1. Install 2-3 extension.
              2. One extension icon should be on  browser action container and others icon within wrench.

What steps will reproduce the problem?
1. Launch chrome and Right click on the extension icon which is present on browser action container,remove that extension.
2. Observe.

Actual: Second extension icon does not appears on browser action container after removing the first extension.
Expected: Second extension icon should appear on browser action container after removing the first extension.

This is regression issue,broken in ‘M 51’ and will soon update the info.
