Chrome doesn't show start page which is set via GPO

Reported by kwoxe...@googlemail.com, Apr 13 2016

Issue description

UserAgent: Mozilla/5.0 (Linux; Android 6.0.1; D6603 Build/MMB29V.Z1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.105 Mobile Safari/537.36

Steps to reproduce the problem:
1. Set start page via GPO
2. Update Group Policies on the Client
3. Start Chrome
4. There will be the "new tab"-Page

What is the expected behavior?

What went wrong?
Start Page which is set via GPO doesn't appear.

Did this work before? Yes Chrome V. 47. -> V.48 not tested.

Chrome version: 49.0.2623.112 Channel: stable
OS Version: 7
Flash Version: 21.0.0.213

If I set the Start Page Manually It works, only the startpage which is set via GPO doesn't apear as start-Page.
Is the windows machine joined to an active directory domain? Or are you using a different method to set group policy on that device?
It is an Active Directory Domain, Server 2008 R2
Chrome V. 50.2661.75 m (32 and 64 Bit) - Problem still exists.
Here's a screenshot, the setting will come to chrome via gpo, but chrome does not display the startpage.

I'm unable to repro. Setting "Action on startup" to "Open a list of URLs" and "URLs to open on startup" to http://whatever on a domain-joined machine works as expected. Please attach a screenshot of chrome://policy.
We found the Problem. When our GPO-Admin updated the GPO he forgot to set the "action on startup"-policy as active.
