Is the windows machine joined to an active directory domain? Or are you using a different method to set group policy on that device?

I'm unable to repro. Setting "Action on startup" to "Open a list of URLs" and "URLs to open on startup" to http://whatever on a domain-joined machine works as expected. Please attach a screenshot of chrome://policy.

We found the Problem. When our GPO-Admin updated the GPO he forgot to set the "action on startup"-policy as active.
