Roll pyelftools

Chromite needs to be rolled:

pyelftools is a dependency, and it also hasn't been rolled in a long time. It has a 3 recent CLs (in the last year), and the rest are from 2012(!). Meanwhile the cros repo has had numerous recent CLs.

i'm guessing you're talking about rolling the pyelftools deps in the Chromium DEPS file rather than updating it in Chromium OS.  in which case, shouldn't the guy rolling chromite also be handling this ?
