this is a bug in the rietveld UI that nobody maintains

saves builder name without master name into "failedBuilders" property and that uses this property to retry builders https://cs.chromium.org/chromium/infra/appengine/chromium_rietveld/new_static/components/cr-issue-patchset.html?q=retry-failed-try-jobs&sq=package:chromium&dr=C&l=160

this code assumes that builder names are unique which is not true

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
