Smooth scroll anchor position changes

We should do a smooth scroll animation when the hash for a page changes and the viewport object or element has scroll-behavior:smooth.

Sandra, this ties well with the element.scrollIntoView { behaivor: "smooth" } that's on your plate. I think you can use the same machinery once that's implemented.

I think we'll get this "for free" once Sandra's smooth scroll patch lands. Lets make sure we check this works once that lands.
