Desktop Connection Help lost in m50

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2687.0 Safari/537.36

Steps to reproduce the problem:
1. Click on the OIB padlock

Have link to explain padlock icon usage

What went wrong?
Help link lost when Connection tab removed per  issue 421248

When the Connection tab was removed, it's help link that describes the lock icon usage was not migrated to primary (perms) tab.  

The Details link that opens the Console Security tab is hard for common and support staff to digest.

Suggested wording: <for links>
Your connection to the site is private.
Connection <help> explains general icon status.
The <Security Console> shows details and certificate info.

Thanks for filing!

We're about to redo Page Info some more to update it for Material design; I'm putting this under that umbrella.

The designers are working on more thorough "What does this mean to me?" security summaries to show at the top of page info. With the combination of that update and the fact that the connection tab details would not be relevant anymore, we may not end up including a link in the long term. But we'll use this bug to keep track of it.
I used the Connection tab to see the cipher suite in use by a website. The new Security tab in Dev tools takes more than one second to load on my laptop.

I can deal with the load time for Dev tools and how it triggers a page repaint, but I want to know the TLS version, authentication cipher, and the key exchange mechanism WITHOUT refreshing the page to see the requests from each origin. I see from  Issue 551728  that it will display these options if the connection is not deemed secure, but I would like it to be displayed every time I open up the Security tab in Dev tools.
Shoot. I didn't read   Issue 551728  carefully enough. The pictures I saw are from a codereview, so that is also a pending consideration.

Applying Hotlist-SecurityIndicators because we lost the explanation for the security indicators, and never explicitly decided whether we still want a link in Chrome somewhere explaining what they mean.
