There are almost 100 commits in the suspected range of regressions.  Kicking off bisect to narrow it down...

This alert:
 * appears on only one platform, with no ref build results
 * looks very noisy
 * doesn't have a clear "step" shape
 * has no bisect results to confirm it after a couple weeks
