Update p7zip package to the latest stable version

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
Try to build the current version (9.13) of p7zip in the SDK and it will fail.

What is the expected behavior?
The build succeeds.

What went wrong?
'$ sudo emerge -v p7zip' fails with the following message.

 * Messages for package app-arch/p7zip-9.13:

 * ERROR: app-arch/p7zip-9.13::portage-stable failed (compile phase):
 *   compilation error
 * 
 * Call stack:
 *     ebuild.sh, line  93:  Called src_compile
 *   environment, line 2600:  Called die
 * The specific snippet of code:
 *       emake all3 || die "compilation error";

Chrome version: 49.0.2623.112  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 21.0 r0

Upgrading to the latest stable version of p7zip (app-arch/p7zip-9.20.1-r5) with cros_portage_upgrade fixes the problem.

p7zip: upgraded package to upstream

Upgraded app-arch/p7zip to version 9.20.1-r5 on amd64
'cros_portage_upgrade --host --upgrade p7zip'

BUG= chromium:602729 
TEST=run 'p7zip' on a set of files and verify the files get compressed
TEST=and the program output references the correct p7zip version.
TEST=run 'p7zip -d' on the compressed files from above and verify they
TEST=are uncompressed correctly.
