Make it possible to add arbitrary tags to analysis result for query and monitoring

Project Member Reported by st...@chromium.org, Apr 12 2016

Issue description

For analysis result, we might want to add different tags (e.g. found, not-found, blame, correct, incorrect) for the purpose of query and monitoring.

We could add different fields, but it might not be extensive if we need to add many more arbitrary tags.

This is still a valid bug if we want to have fine-grained query without adding too many fields in the analysis results.
