What steps will reproduce the problem?
(1) With the lid closed, plug in a Pixel 2 charger to one USB-C port on the Pixel 2
(2) Plug in a Nexus 5X to the other USB-C port with a M-M cable

What is the expected output?

Both the Pixel 2 and the Nexus 5X charge.

What do you see instead?

The Pixel 2 charges.  The 5X does not.

If I plug in the 5X with the lid open, and then close the lid, it begins charging and remains charging.

However, it's only at a "USB" power level.  I would expect that the higher "AC/AC Rapidly" charging level would be possible with the 60W Pixel brick.  I can file a separate bug for that.
