Throttling to "No Network" doesn't emit proper events/update window.navigator.onLine

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36 Steps to reproduce the problem: 1. Open DevTools 2. Throttle your network to have no connection 3. Check `window.navigator.onLine`. It returns true, when it should return false. This same problem exists for events listening to the online/offline events. What is the expected behavior? - window.navigator.onLine gets updated to `false` when the user throttles connection to be offline - online/offline events are emitted as the throttle changes from online to offline What went wrong? - navigator.onLine was not updated. - the connection events were not emitted. Did this work before? N/A Chrome version: 49.0.2623.110 Channel: n/a OS Version: OS X 10.11.4 Flash Version: Shockwave Flash 21.0 r0
