Regression:Toggle fullscreen is not smooth in "swanseacity.net"

Issue description

Chrome Version:51.0.2704.4 (Official Build) 5bcb06bd733f10474ea2f719aa594b13883a393e-refs/branch-heads/2704@{#6}(32/64-bit)
OS:Windows7 and 8(Aero enabled)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.swanseacity.net/
(2)Scroll down the page and click on the video click on the video on L.H.S of the 'Gallery'
(3)Play the video and click on full screen icon and observe.

Actual:Toggle full screen is not smooth i.e a weird  glimpse of video is observed at the top L.H.S 

Expected:Toggle full screen should be smooth i.e no weird  glimpse of video should be  observed at the top L.H.S 


This is a Regression issue broken in M-43,below is the Change log:

Note:
(1)This issue is not seen on IE, Mac and Linux.
(2)Unable to perform Flash bisect for above issue as issue is not playing in chromium build.

This is not my patch which was just a rebaseline of tests.

Requesting a better bisect.

Tentatively assigning to philipj for media expertise.

With reference to comment 1:
Recheck again and getting the same range as mentioned above.

Suspecting: Blink191052 ? from blink url

Kindly help to reassign if your change is not the cause for this issue.

This bug is tagged as regression.Which means that the bisects are incorrect or do not have an owner who is actively investigating.
Requesting the reporter to triage and update the behavior in all the latest chrome channels and bisect if needed.Close as WontFix if not reproducible.
Status: WontFix (was: Available)
Fullscreen seems to work fine.
