After Enrolment the log on page mentions 'Sign into your Chromebook' but it should be Chrome Device

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS i686 46.1.20) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2490.92 Safari/537.36
Platform: 46.1.20 (Developer Build - neverware) developer-build dataart

Steps to reproduce the problem:
1. Enrol a non Chromebook device
2. Choose not to display pictures or pods as a policy

What is the expected behavior?
I should see 'Sign into your Chrome device'

What went wrong?
I see 'Sign into your Chromebook'

Did this work before? No 

Chrome version: 46.0.2490.92  Channel: n/a
OS Version: 46.1.20
Flash Version: Shockwave Flash 20.0 r0

This is applicable to any non-Chromebook device - Chromebits, Chromebases - and in this case, Cloudready devices.

CHROMEOS_RELEASE_DESCRIPTION=7978.48.0 (Official Build) dev-channel chell test

"Sign into your Chromebook" is still observed in 50.0.2661.67 (chell) in consumer mode.
After Ctl+Alt+ e the message "Enterprise Enrollment" appears
