Deprecate and remove document.applets

As <applet> tag is already gone, document.applets can be removed
as it makes little sense.

The interface is still in the spec, and the removal is being discussed.

The spec proposal https://github.com/whatwg/html/pull/1399 is to make document.applets always empty (right now in Chromium it can return some <object> elements).
