Issue descriptionChrome Version:51.0.2704.4 (Official Build)5bcb06bd733f10474ea2f719aa594b13883a393e-refs/branch-heads/2704@{#6} (32/64-bit) OS:Windows What steps will reproduce the problem? 1.Launch chrome,navigate to https://twitter.com/ login with valid credentials 2.Click on save password button from password bubble,click on 'manage passwords' link button. 3.Now press 'tab' key twice under chrome://settings/passwords overlay and observe. Actual: Focus traverse to password field after hitting tab key for first instance. Expected: Focus should traverse to link after hitting tab key for first instance. This is a regression issue broken in 'M49' and will soon update other info.

Focus should traverse to the password field, since it is the most frequent field the user access to.

With response comment#3: Then in that case flow of focus should be consistent (i.e on password field) on every tab press (i.e for second instance),But it do traverse to the link. Thank you.

To the comment #4: if you press arrow up or down, the focus traversed to the password field. What is inconsistent? Please clarify.
