Regression : In cast overlay, all icons are not visible.

Chrome version : 52.0.2706.0 (Official Build) 5ec069c3c18423f9dccc1beba5bea65d35efbb49-refs/heads/master@{#386523} 32/64 bit
OS : Windows (Win 7 aero enabled)

Precondition : Enable 'Media router' flag from chrome://flags

Steps : 
1. Launch chrome, open NTP.
2. Right click anywhere on NTP and select 'Cast' option, observe

Actual : In cast overlay, all icon s are not visible.
Expected : Icons should be visible.

This is a regression issue broken in 'M-51' and below is the manual regression and will soon update other info.
Good Build :  52.0.2705.0 
Bad Build :  52.0.2706.0

Providing change log info as the issue is not reproducible on Chromium builds.
