Regression:Permission bubble is misplaced after toggling to fullscreen mode.

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://plugins/
2.Click on 'disable' button for 'chrome pdf viewer',navigate to http://pdfobject.com/static.html such that permission bubble (download multiple files) appears.
3.Now toggle to fullscreen mode and observe the bubble.

Actual: Permission bubble is misplaced after toggling to fullscreen mode.

Expected: This should not be the case.

This is a regression issue broken in 'M43' and will soon update other info.

This is expected behavior. The bubble should be centered below the fullscreen notification as can be seen in Actual_Bubble.png
