Scrolling while over the side nav should scroll the content frame

Issue description

bugs: repro steps (I did X and expected Y but Z happened!)

0. open chrome://md-settings (or any other long MD web ui page)
1. move your cursor onto the side nav
2. move your mouse wheel

what do you expect?
the content area to scroll

what happens instead?
nothing

notes: we took extensive measures in the old uber page to make mousewheel on the nav area work, we probably ought to again.

Summary: Scrolling while over the side nav should scroll the content frame (was: [md scrolling] mousewheel while on a side nav should probably scroll the content frame)
Note that if the page is too vertically short to display the whole sidenav then the sidenav should scroll first.
Status: WontFix (was: Available)
Closing this since the sidenav is now hidden by default.
