Download bar text has black gunk outline

What steps will reproduce the problem?
(1) Download a file.

Note: I have a theme with a green background. This may be a trigger.

What is the expected output?
Text legible in download bar.

What do you see instead?
The text has a gunky black outline.

This is usually caused (in Views) by having a Label with a transparent background and subpixel anti-aliasing enabled. Usually because the Label's background color is set incorrectly.

Regressed very recently (within the 51 branch).
