Fuzz gzip/brotli filters |

Issue descriptionWe should create fuzzers for the gzip and brotli filters. I suspect these two can be fuzzed with nearly the exact same code, so I'm only filing one bug for them both. The brotli decoder is already being fuzzed, but I think we want a fuzzer that drives it through the Fitler code, with varying sized inputs. I'm just thinking of creating the Filter directly in the test and driving it manually, though we could additionally / alternatively make a URLRequestHttpJob drive the filter, to test it in context.
