Fuzz SDCH filter.

We should fuzz the SDCH filter code.  I suspect we want to fuzz both the dictionary and the content, possibly independently, and then drive it through the filter.

I'm just thinking of creating the Filter directly in the test and driving it manually, though we could additionally / alternatively make a URLRequestHttpJob drive the filter, to test it in context.

Note that the code to drive the filter will probably be much like the code in  issue 602424 , which is a fuzzer for the gzip and brotli filters.
