only first hash url stored with title in history when opened in same tab

Issue descriptionChrome Version : 49.0.2623.112 Click the link. https://bugs.chromium.org/p/chromium/issues/detail?id=598184#c20 Click on comment #21. The URL with #c21 is not stored with title in history, only as a plain link. This also happens when editing hash manually in the same tab. Opening #c21 in (or pasting into) a new tab stores the title.

Probably has to do with how in-page navigations are handled.

This is an issue. creis@, as our resident expert on page navigations, perhaps you know someone who would know how to fix this? I imagine it would an easy change for someone familiar with the code.

Can you give some more detailed repro steps? Just clicking on a link with reference fragment works for me.

I think pkasting@ was referring to bug 782064 and bug 44140 (internal), which have specific examples of a related issue.
