When a second Chrome window is open the computer has trouble focusing on the active window

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36 Steps to reproduce the problem: 1. Open chrome window 2. Open chrome incognito window 3. What is the expected behavior? When you switch windows the computer focuses on the active window What went wrong? When I switch windows, occasionally the active window will not come into focus. It does not matter what program is running nor what program I am trying to bring into focus, sometimes it will and sometimes it will not come to the front. Did this work before? N/A Chrome version: 49.0.2623.110 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0 I can be working just fine with separate program windows open as long as I only have chrome open in 1 instance. When I open a new chrome window, be it a new user or incognito, my computer can't seem to bring the active window into focus 100% of the time.

I have realized that it is not just a chrome issue. It will also to do it to other programs when chrome is closed. However it has not done it in a couple of weeks since I installed a new antivirus so that may have taken care of the problem anyhow. Thank you.
