Regression: incorrectly detected primary GPU

Issue description

I had a similar problem before, which I reported in https://bugs.chromium.org/p/chromium/issues/detail?id=547025, which was fixed but regressed since then.

I have an Intel GPU and NVidia GPU. I don't use the NVidia GPU, and the chrome://gpu site recognizes that my GL_VENDOR is Intel. However, the blacklist is applied for NVidia (look at the attached file gpu.html).

Yup I have exact same issue on my laptop, this CL should fix the problem: https://codereview.chromium.org/1874643003/. But first I need to address in the same CL the TODO I added https://codereview.chromium.org/1874643003/patch/1/10001.

I am waiting owners to agree on the kGpuSecondaryVendorID format that I suggested.
