What steps will reproduce the problem?
(1) Launch chrome >> Save any page using Save as from context menu >> Hit Ctrl+j for chrome://downloads
(2) Use F12 to open devtools >> Go to Timeline section >> Hit F5 so that timeline gets recorded
(3) Now go to NTP/Help page[F1] >> Open devtools >> Emulate by clicking "Toggle Device toolbar" >> Go to sources section >> Drag the emulated view [Please refer video]
(4) Hit Ctrl+p >> Click outside devtools >> Now click on any of expand/collapse buttons or try to use devtools.
Expected: Should be able to use devtools after recording timeline and using ctrl+p
Actual: Instead devtools hangs and unable to use it.
This is a regression issue broken in M51.
