Steps:
1. Launch chrome and open devtools on any page.
2. Toggle device toolbar on and click on the 3 dot menu > capture screenshot(Downloads bar appears at the bottom of the page).
3. Click on 'SHOW ALL' to open the downloads page and click on middle of "blue link" of captured screenshot.
4. Observe

Actual: Captured screenshot open twice i.e in photo viewer and in tab.

Expected: Captured screenshot should not open twice i.e in photo viewer and in tab.

This is a non-regression issue seen from M-51, build no - 51.0.2694.1

Note: This is a new feature introduce in M-51, build no- 51.0.2694.1
