Regression: Unwanted scroll bar is seen on chrome web store page on clicking any app.

Chrome Version       : 52.0.2705.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and hit 'Ctrl+shift+b' to show bookmarks bar.
(2)Open the 'https://chrome.google.com/webstore/category/apps?hl=en-GB' page and click on any app to view it.
(3)Now observe the scroll bar at the extreme right of the page.

What is the expected result?
No scroll bar should be seen.

What happens instead?
An unwanted scroll bar is seen.

This is a regression issue broken in M-51.

Note: This issue is seen on windows also. But the bookmarks bar should not be enabled for the issue to be reproducible.

your browser window is shorter in "actual.mp4". If you made it taller a scrollbar wouldn't appear.
