Time conversion results shown on top is incorrect

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Example URL:
google.com

Steps to reproduce the problem:
1. In google search , enter: 16:00 CET in mauritius time
2. result on top shows:16:00 Monday, Central European Time (CET) is
19:00 Monday, in Mauritius
3. This result is incorrect

What is the expected behavior?
Result should show:
16:00 Monday, Central European Time (CET) is
18:00 Monday, in Mauritius

What went wrong?
Time conversion is incorrect

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11.3 using chrome version 49.0.2623.112 and canary 52.0.2707.0.
This is non regression issue observed from M30 builds.
Marking it as Untirgaed to get addressed.
